Job Description Summary

The Fleet Maintenance Manager is a dependable and responsible individual that oversees the maintenance and operation of our fleet of IHA owned vehicles. The IHA's fleet is comprised of five cars and SUVs as well as four RVs, which serve as Mobile Health Assessment Centers (MHACs) located across various Texas A&M campuses. This position is responsible for ensuring the safety, reliability, and readiness for deployment of these vehicles, and is skilled in both preventative and corrective maintenance. The Fleet Maintenance Manager is also responsible for driving/transporting the MHACs, ranging from 25ft to 40ft, to research study visits (e.g., data collection) and community/educational events throughout the state.

Qualifications

Required Education and Experience:

Bachelor's degree in applicable field or equivalent combination of education and experience. Five years of related experience.

Required Licenses and Certifications:

Valid vehicle operator's license and good driving record. Valid State of Texas class "B" vehicle operator's license.

Required Special Knowledge, Skills, and Abilities:

Knowledge of RVs and trailers and similar large mobile vehicles. Knowledge of maintenance of RV, cars, and SUVs. Strong organizational skills for trip planning. Ability to carry out verbal and written instructions. Ability to maintain confidentiality of information (Ex- when working/interacting with research participants). Ability to manage time effectively and efficiently. Ability to work effectively and deal tactfully with professional personnel and the public. Ability to project a positive and professional image of IHA/AgriLife/TAMU. Excellent customer service skills.

Preferred Qualifications:

Two years of work experience in management of fleet of a variety of standard and large vehicles including full size RV-type vehicles with specialty equipment. Vocational training or certification in automotive or RV maintenance. Medical training and experience (e.g., EMT, fire fighter, etc.). Bilingual in English and Spanish.

Physical Requirements:

Requires the ability to stoop, bend, lift, etc. Ability to lift/move heavy objects and materials up to 80 pounds. Ability to use a ladder. Ability to perform manual tasks effectively in adverse environmental conditions. Requires dexterity to operate hand and power tools.

Other Requirements and Factors:

Ability to work flexible hours. Ability to drive up to 8 hours one way.

Responsibilities

Fleet Maintenance Management

Oversees the management and maintenance of vehicle fleet and equipment.

All vehicles:
  • Maintains all fleet vehicle documentation and accurate records of mileage, fuel consumption, maintenance activities, and any incidents occurring during transportation or delivery of services. Completes any paperwork promptly and accurately.
  • Coordinates with external vendors and service providers for specialized repairs and services.
  • Performs necessary procedure for short and/or long-term storage.
  • Maintains and checks vehicle equipment for malfunction and/or damage.
  • Takes care of minor repairs and installations.
  • Develops and implements a preventative maintenance schedule for the entire IHA fleet, including scheduling all vehicles' inspections and servicing to minimize downtime.
  • Works with IHA Operations to ensure maintenance of all fleet vehicles registration, insurance, and all associated documentation and paperwork, while ensuring compliance with system and state regulations.
  • Reports to IHA Operations on issues and bottlenecks detected in vehicle operations, vehicle performance and expenses, budgets, and costs of vehicle operations.
  • Works collaboratively with the MHAC Clinical Manager in planning all MHAC logistics of research study visits.
  • Available for emergency callouts and respond promptly to vehicle issues or breakdowns.
  • Develops and implements emergency protocols for fleet-related incidents.
  • Keeps vehicles washed and clean.
  • General handyperson duties as assigned.
  • May perform housekeeping duties.

MHACs:
  • Tests generator and hydraulic system to ensure working order.
  • Maintains proper tire pressures. BeIs able to change a flat tire on the MHACs.
  • Performs basic upkeep of the unit(s) including emptying the trash, sweeping/mopping the floor, and dusting/disinfecting surfaces, etc.
  • Changes light bulbs, ceiling panels, etc., as needed and as able.
  • Performs routine plumbing repairs such as unstopping toilets, sinks or urinals.
  • Performs generator maintenance.
  • Maintains required vehicle records including fuel/maintenance receipts, fire extinguishers, emergency medical kit/AEDs, vehicle mileage, and maintenance logs.

Fleet Driving / MHAC Trip Planning Transportation Management

Directs and manages daily operations and long-range planning for transit.
  • Drives all fleet vehicles to and from required maintenance appointments, inspections, etc.
  • Transports fleet vehicles as needed to different campus locations (College Station, Fort Worth, Dallas).
  • Drives MHACs to the scheduled location where services will be rendered (research data collection, community events, etc.), adhering to traffic laws and safety regulations.
  • Ensures safe arrival to the locations.
  • Plans the route of the trip to consider height requirements of the MHACs.
  • Determines locations for fuel along the trip route (MHACs).
  • Collaborates with sites to plan the trip and parking location (MHACs).
  • Determines that the parking location meets requirements for safe use of hydraulic system (MHACs).
  • Completes arrival check list (MHACs).
  • Ensures the generator is functioning at the site (MHACs).
  • Plugs the MHACs into electricity at the location (if available).
  • Completes departure check list (MHACs).
  • Drives MHACs to dumping site and dump the black/grey water.
  • Drives MHACs for normal vehicle maintenance (e.g., oil change and other fluids).

Administrative Responsibilities:
  • Develops and implements departmental goals and objectives, operational strategies, policies, and procedures in coordination with IHA Operations and MHAC Clinical Manager.
  • Supervises assigned staff. (additional drivers)
  • Directs and manages daily operations, training programs, and long-range planning for transit.
  • Working with IHA Operations, prepares and administers department budget and submits for overall budget. Communicates budget variances.
  • Coordinates development and implementation of the driver training and safety programs with the Environmental Health and Safety Department. Maintains fleet accident information and assists with risk management.
  • Provides policy information and updates to vehicle coordinators/fleet drivers. Communicates plans, rules, and regulations. Ensures that vehicle data is accurate, and that vehicle fleet is in compliance with relevant laws and regulations.
  • Investigates complaints and resolves problems. Initiates process changes.
