Job Summary

The City of Greenville has an opportunity for a Planner II (Historic Preservation) in our Planning and Development Services Department. This position will provide advanced technical assistance and analysis related to City planning initiatives, land development applications, and zoning enforcement. This involves evaluating and handling different land development requests, creating plans, reports, studies, and analyses on long-term planning issues, serving as a zoning enforcement officer for the City, gathering and managing up-to-date and long-term planning information, aiding the general public, and offering staff support to various boards and commissions when required.

FLSA Status: Exempt

Hiring salary range: $56,201.60 - $71,656.00/annually, depending on qualifications

Full salary range: $56,201.60 - $87,09.60/annually

Examples of Duties


  • Administer review of Certificates of Appropriateness and facade improvement grants;
  • Serve as primary staff support to the Historic Preservation Commission (HPC) by accepting and reviewing applications for Certificates of Appropriateness (COA); preparing HPC meeting agendas; preparing and presenting staff reports; attending HPC meetings; providing public notice; reviewing Minor Works COA's; administering the Facade Improvement Grant program; and maintaining databases;
  • Utilize GIS to retrieve parcel data, create presentations, etc.;
  • Assist in pursuance of grants related to historic preservation;
  • Respond to inquiries from and provide technical assistance to the general public, property owners, and professionals in matters related to historic preservation practices and regulations;
  • Act as primary zoning enforcement officer for the City;
  • Project management of land use development plans; and
  • Perform other duties as assigned.

Minimum Qualifications

Education and Experience:
  • Bachelor's degree from an accredited college or university in historic preservation, architecture, urban planning, landscape architecture, or a closely related field; and
  • Three to five years of related experience.
OR

  • Master's degree from an accredited college or university in historic preservation, architecture, urban planning, landscape architecture, or a closely related field; and
  • Two years of related experience.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:
  • principles and practices of historic preservation and urban planning.
  • current literature, policy, legislation, and recent developments in the field of planning and historic preservation.
  • understanding of land use concepts.
  • quantitative methods and research techniques.
  • understanding of the municipal government framework.
  • ESRI software and other job-related software.
  • working with appointed boards/commissions and design review.

Skilled in:
  • preparation of charts, graphs, and maps and interpretation of statistical data.

Ability to:
  • understand and interpret architectural drawings, site plans, and zoning codes.
  • organize and conduct complex planning and research studies and formulate relevant recommendations based on such research.
  • prepare and maintain with technical accuracy comprehensive master city plans and maps, especially as they apply to land use planning.
  • direct, supervise, and coordinate several major planning projects concurrently.
  • prepare and present clear and concise oral and written reports of planning activities to internal and external agencies.
  • establish and maintain effective working relationships with the general public, other City employees, public officials, and other departments.
  • work safely without presenting a direct threat to self or others.
  • meet the mental and physical demands of the job.

Special Requirements


  • Must possess a valid driver's license issued by North Carolina or another state with an acceptable driving record.
  • This position requires attendance at one or more monthly evening meetings.
  • Certified Zoning Officer (CZO) certification is required within one year of hire.
