Role: Project / Construction Manager – Federal Civilian Agency Focus Established in 2004, G.M. Hill Engineering, Inc. SBA Florida Woman-Owned Small Business of the Year - 2024 Position Summary This position will manage projects from start to finish. Projects include work for federal civilian agencies’ facilities in the National Capital Region and nationwide. While the projects are primarily interior and exterior facility repairs, renovations, and alterations, new construction may be possible. Key Tasks
  • Maintain thorough review and understanding of the Owner's contract to ensure compliance with all contractual requirements. Check for new FAR clauses or requirements. Participate in contract negotiations as required.
  • Coordinate with customers to establish and/or support the development of the Program of Requirements (POR) and/or Scopes of Work (SOW).
  • Prepare cost estimates and support proposal development.
  • Prepare and maintain project budgets and project schedules.
  • Set up and maintain project job files.
  • Review the Design Intent Drawings (DiDs) for scope accuracy.
  • Review the Construction Drawings (CDs) for scope, technical accuracy, constructability and bid ability.
  • Review cost proposals and change orders.
  • Respond to Requests for Information (RFI’s).
  • Maintain logs of all construction documents.
  • Perform substantial completion inspection.
  • Ensure schedule requirements are incorporated into appropriate subcontractors and purchase orders.
  • Develop weekly/monthly reports and progress reports, both internally and for the client.
  • Oversee the project document control system to ensure the project uses the most current contract documents for design and construction management and that projects are properly documented in invoices and payments.
  • Assist with establishing the overall project procedures, execute the plan, and monitor compliance.
  • Develop, maintain, and leverage client relationships for possible repeat business. Participate in business development activities, assist in the preparation of proposals, and promote productive client relationships.
  • Assist with establishing and ensuring proper project staffing.
  • Provide leadership in the professional and career development of subordinates.
  • Review existing HR performance evaluations and monitor for timely annual evaluations.
Minimum Qualifications
  • Certified Construction Manager (CCM) or Project Management Professional (PMP) is preferred
  • Possess a minimum of ten years of project management experience or be a Register Architect or Professional Engineer with 7 years of experience and who has successfully managed a single construction project or program with a construction budget of at least $3 million for office renovation.
  • The CM must be capable of monitoring the contractor’s ability to control the project budget, coordinate all construction trades, manage a detailed short-term schedule and an overall project schedule, and have excellent verbal and written communication skills.
  • Team player, proactive, self-starter attitude.
  • Interest and ability to resolve a wide range of challenges.
  • Ability to read drawings.
  • Communicate professionally and efficiently verbally and in writing.
  • Develop weekly reports and progress reports internally and to the client.
  • Physical ability to climb ladders and navigate construction sites unaided.
  • Federal experience preferred, particularly with Federal Civilian Agencies (e.g., GSA, DHS, EPA)
Physical and Environmental Demands
  • Constantly communicating with others to exchange information.
  • Constantly repeating motions that may include the wrists, hands and/or fingers.
  • Constantly assessing the accuracy, neatness and thoroughness of the work assigned.
  • Occasionally ascending or descending ladders, stairs, scaffolding, ramps, poles and the like.
  • Occasionally moving self in different positions to accomplish tasks in various environments including tight and confined spaces.
  • Occasionally remaining in a stationary position, often standing or sitting for prolonged periods.
  • Occasionally moving about to accomplish tasks or moving from one worksite to another.
  • Occasionally adjusting or moving objects up to 50 pounds in all directions.
  • Occasional low and high temperatures due to working outside during all seasons, along with elements such as precipitation and wind.
  • Occasional noise while on construction sites.
